I know people who will not accept any type of dictionary as a source of reference. However, from the Merriam Webster dictionary we find an entry:

Pay –
to give, offer, or make freely or as fitting [pay attention]

It is the individual or individuals that are being address to whom such payment is made. An example is that advice may be given to another person. If you wish him/her to understand that what you are about to state is important you would use this phrase. Remember that within the English language there are exceptions to exceptions and all this can easily be confusing. :)

Does the expression [pay attention] make sense? Sure – if you know which exception to what exception is in use! Sometimes guessing helps. At other times you just go along for the ride.

One of the beauties of the English language is it can be interpreted in so many ways. It is therefore an outstanding example of a language to be used in a court of law. No body can agree upon the meaning or intent of words so a ruling has to be made as to what was meant! A different meaning may be understood by another court. It is all such fun!

Speaking of the English language a word comes to mind which seems fitting. Ambiguous! :)
