No, I don't really know. But perhaps, just possibly, there is a version already installed (of the ActiveX control), it is detected as a newer version, so your version isn't installed. But the newer version doesn't work as it should.
Just a wild guess, really - and no idea how to detect whether that is the problem, or how to solve it.
