You need to distribute REPORTOUTPUT.APP with your application AND also set the value of _REPORTOUTPUT to point to its location in your startup code. In Runtime mode, _REPORTOUTPUT is by default empty. You'll want to do the same with REPORTPREVIEW.APP and _REPORTPREVIEW.
