Right click on the Properties window and uncheck 'Non-default Properties only'.

>The Properties Window is only showing PEMs defined at the current level. If I start a new form, the only PEM that shows up is the name of the Form. If I bring up a previously designed form, none of the standard PEMs are listed, nor are the PEMs that were defined in the form class I am using.
