James,
Is it a RELEASE LIBRARY command that it is now giving you the error on? If so, make sure you aren't referencing a path (ex. LIBS\FOXTOOLS.FLL). AFAIK, VFP will look in the current directory and then along it's PATH for library files. So, in development it would be ok to leave FOXTOOLS.FLL in your LIBS directory since it would be in the path (and no path in the SET LIBRARY or RELEASE LIBRARY is needed) but during runtime you will need it in the application directory or in the PATH which you probably don't want a LIBS\ directory on each workstation.
