My colleague yesterday re-activated his account, which he was not using for some time (few years). But when he opened UT, his Dashboard was completely empty. I think, you probably have to run some procedure to add some basic functionality on Dashboard if it is activated, but currently empty. I doubt anyone would want to have an empty Dashboard. In that particular case we went to Account Setup and added desired functionality, but in my opinion it would be better to have basic functionality to begin with.
