I think, you probably have to run some procedure to add some basic functionality on Dashboard if it is activated, but currently empty. I doubt anyone would want to have an empty Dashboard. In that particular case we went to Account Setup and added desired functionality, but in my opinion it would be better to have basic functionality to begin with.
It's because that account was created before the procedures took place to insert stuff in there for new accounts. I'll revise those procedures.
