I had this problem once; at that time, I think I placed code in some Load() or Init() to select the correct Page.

"Send To Back" is supposed to affect the creation order (the object on the back is instantiated first), but I see that this is not available for Pages.

You might try to "hack" the form, i.e., do a backup, and then:
use MyForm.scx
browse
and edit the order of the pages manually.
