Gerard, I am taking a risk here answering a .NET question, but I thought I should try to contribute after all of the help I have had here recently.

If this is a C# DLL, the .NET runtime - and the correct version of it - will need to be installed on the machine. Of course, some machines (eg Win2003 server) come with it preinstalled.
