I will try to explain what I think your saying your problem is.

When you run your exe from windows explorer the explorer window title bar flashes (in my case from blue to light blue). Is this what you mean? If you send a shortcut of your exe to the desktop and run it do you get the same problem?

I might be a million miles off with this (not for the first time).

This would mean that your screen=off is working ok.
