I think you can change it, but I don't remember the details.

I had the depot on a server, because I worked with Windows 98 on my machine. Also, the idea (part of the idea) of source control is to share between different machines. But I think there should be no problem saving your files on your working machine.

You specify your working directory. That would be your root. The source control program decides how it will represent that in its repository. I suppose you can specify where the repository is stored (changing this might be useful for backup purposes), or you can accept the default - and not even know where the depository is stored.
