In that particular case we went to Account Setup and added desired functionality, but in my opinion it would be better to have basic functionality to begin with.

All new accounts will now have full Dashboard settings by default. I also adjusted the actual accounts for those who had the Dashboard on but with no option so as those having it completely off, which was assigned automatically for a certain period of time by the system. Also, Monitor users online is now accessible to all. Search and Message ID remain, however, accessible for PUTM only.
