In the UK they also have the fixed idea that if the managers cannot see you working on-site, then they think you may not be working. There is still a culture of "We would prefer you to work in the office", which in reality means "We insist you work in the office", even though much of the work could be done (more) effectively at home, thus saving the employer office-space, equipment, etc.. IMO there is definitely a lack of trust when it comes to allowing off-site work. The technology has been around a long time to make it happen, but the attitude of British managers has not allowed it to happen in a big way (yet).
British management is also not very flexible when it comes to contract or part-time work.
I may be wrong, but I get the impression that only large companies will regard it as worthwhile to outsource to India as it needs much coordination and project-management.
