Pablo, when you have an icon open on the screen, either via new or because you opened an existing file, you an just click the icon to the right of the drop down list in the icon editing window which shows the pixel resolution eg 32x32. Next to it is an icon whose tooltip is "New Image Format (Ins)". Or you can also just press Ins key, or right click outside the icon editing area and choose "New Image Format". This presents a dialog where you can choose another resolution. It will be added to your icon window and you can click between them. When you save the file it will save all icons into a multi icon format.

What is also cool is if you create a new icon, say 32x32, and draw it, then click Ins and add a 16x16 format it will automatically create the 16x16 icon for you from the 32x32 drawing you already made.
