We have the same experience last summer. Indian company with office in London hire us to develop ASP.Net/C#& SQLServer IS for UK marketing company, because of lack of qualified staff. They paid our regular rates.
If USA, UK, etc. managers with washed minds think that the cheapest outsourcing solution will be provided by Indian company, because their hourly rate is lower we will subcontract Indian companies. According system could appears that local companies with higher rates are more cost effective than indians.
