You are right it would not work if your target machine is a Win9x machine, but if the target computer is W2K or XP a Windows Service (aka NT service) would work great.
I am in the process of converting a sys tray application to a windows service, because the sys tray app will only run if someone logs into the computer (i have added it to the startup folder) so if there is a blackout (or brownout) causing the computer to restart the systray app will not start again until machine is logged in. With a windows service the service can start without a user logging in. Anywho it is a better choice in my scenario. Just my $0.02.
