I'm not sure what the latest freeware version was. I'll go out on a limb and say that I'm pretty sure that it will let you update view parameters <s>, but I can't tell you how; it's been a while since I looked at it. I know that ViewEditor is now handled by Rick Schummer at http://www.whitelightcomputing.com.
