A T1 has max data rate 1.544Mbits per second, you can very easily use all the bandwidth if not setup properly, or if you are running the wrong type of app's over it i.e. not client server.
I would think the link wasn't spec correctly at the installation stage or additional processes are being run over it, which it was never speced for.
A network probe will tell it all.
