I think Neil has nailed it - the T1 line has only 1.5% of the bandwidth of a 100Mbit LAN which is typical in offices these days. Fox isn't client-server so it pulls a lot of data over the pipe.
Use of Terminal Server/Citrix for the "remote" users might be a good choice in your environment. This might be applicable to both apps running on both servers.
