To me, a part-time network admin, that your network person is "unapproachable" is completely unacceptable. This person's job is to serve the users and improve their computing experience. This attitude is costing your organization real time and money.
Going over this person's head would probably harden his/her opposition so I wouldn't do that. Assuming you have control over "your" server in your location, what I'd do is:
- set up the built-in TS in Windows 2000 Server (no additional cost)
- go to the remote location and set up a single, strategic user with the TS client
- show that strategic user how fast the app is when run over TS
When word gets around you'll have the entire user base supporting you. If TS/Citrix works out well, complaints to the network person will go down so he/she should actually thank you for it.
