If you decide to go with SVG, I saw on Adobe's web site a script that you can add to a page that checks to see if it is loaded and if it isn't asks the user if it's OK and loads it. If the user is using I.E. and some others, they do not have to reboot. That to me makes the problem of the user having to have it loaded in order to work, not nearly as bad.
