Didn't read this whole thread closely, but the easiest solution might be getting a 3rd-party produce. I recommend XFRX. That has an HTML option which might work better for you, but I think you're going to still have a problem with any HTML output. HTML just doesn't have the formatting options to guarantee good printer output. That's the reason there's a market for Acrobat.

With XFRX you can create PDFs and do all of the things which are necessary if you want consistent output. Like embed fonts or graphics. And all of the other features Adobe added to overcome the limitations of HTML.
