I did exactly as you said. It worked just fine.
>You need to need to use a & followed by # and then the appropriate number. I don't know if the numbers for this kind of encoding is the same as the ASCII codes used with the Alt key or not. I've gotten these kinds of special characters into web pages by opening Word, selecting Insert...Symbol and then finding the character I wanted. Once I've inserted it into a temporary Word document, I copy it to the clipboard and paste it into FrontPage. This automatically puts it in there with the & and # in front of the number.
