The Internet Explorer Browser was defaulted to the Western European Encoding, at least on the one at work. I'll have to check my home PC's. I was using both Netscape and Internet Explorer's Browsers and had the same problem until I preceded the ASCII numeric characters with the & (Ampersand) and the # (Pound sign). Example ê. This gave me an accented ê.
