Upendra,
My suggestion keep away from Novell and use an NT based server instead (NT4.0,Xp,win2003...).
If it's over 25 users + you want free distribution + no additonal cost to customer then VFP with native tables sound to be the way to go (thinking of learning curve here too). Alternative might be mySQL as backend.
PS: Saying idx I think you mean cdx. If not convert them to compact indexes, preferably structural.
