I use West Wind Internet and Client Tools for VFP. You can find this at:

You have to pay for these tools, but, you get other functionality like sending and receiving mail, etc. Definitely worth the price IMO. I use it for sending data to FTP sites and it works great. Just set a couple of properties and run the 'FTPSendFile' method (or in your case run the 'FTPGetFile' method). Then check return code for success or failure.
