In order for that to work from the desktop, a space should be used I think to separate the last parameter. If I put a comma in there, VFP starts with an error about syntax immediately. But, if I pass a comma, my tcParameter2 is not declared as a character. I have this at the top:

PARAMETERS tcParameter,tcParameter2
