It's called "round to even".

Glad you mentioned that there are other things than just "economics/currencies". I'm quite surprised that no one asked Peter in what scenario the rounding takes place (although with 12.345 it really doesn't matter). What would have happened when Peter wanted to round to two decimal places <bg>.
