You can try my CodeRep tool here in downloads.

It can make fully structured grouped reports in HTML,
but it is code. Good thing is that you can control EVERY PIECE of
resulting HTML (or XSL/PDF/TXT) output.

Also let's you use predesigned chunks of HTML in order to produce final
HTML report. In order to produce HTML sample for this tool, I predesigned
it in FrontPage and then I was just copying and pasting those chunks into code, embeding foxdata within bands (HTML Tables/cells).

It is also very fast, and since it does not need FRX session to produce output, could be very handy for COM and web implementations.

Source is included so suit yourself :)
