If no instance of IE exists, IE will launch on top of the app and form, but if one already exists and the lnnewwindow property is .t., a new instance is launched but resides below the app. In any event, the app resides on top of IE. Can I send the VFP app to the back of IE?

There are some API functions. But Why You not just set:
_screen.WindowState = 1 && Minimazed
or
YourTopLevelForm.WindowState = 1 && Minimazed
