Every time I start VFP 7 or VFP 9 Beta, my 1000 separator is set to a period and my decimal separator is set to a comma. I reset them to comma and period respectively, set them as default, and the change holds for the duration of my session.

I checked the Windows Control Panel regional settings and they are correct.

Any ideas?
