Do you have previous experience with Installshield Express?
If not then perhaps you'd be better off using something else right away instead of using it only to discover its limitations. Perhaps I'm putting a foot in my mouth here but ISE is not complete. There are some things missing in it.
Have you heard about InnoSetup?
It's free and there are examples on the wiki. You'll probably be able to use it with VFP9.
