The returned value of Fopen("yourtable.dbf") can be used as detecting whether/not a network table openned.
As to known who using the table,there is no direct command to reach it,
you may customize an UDF to log user to real this.Specially,if database tables,you can take advantage of database event AFTEROPENTABLE() to log something info of user.
