You need to have this directory where is it your ASP.NET application as application (set it in IIS manager) and give a permission for IUSR_yourcomputername rights into property -> Directory Security -> Edit -> Box(Anonymus User) put here IUSER_ account and password (but usually it is created automatically after create virtual directory)...

For test perpose I would create this new table in this folder...
