Here are two options:

#1:

SET RESOURCE OFF
KEYBOARD '{CTRL+F10}'
REPORT FORM ....
SET RESOURCE ON

#2:
In the Init method of the data environment of the report, enter this code:

ZOOM WINDOW "Report Designer" MAX

This will work even if you do not use the data environment for opening your tables.
