Yes, it says you
can use "mil" but not that you must. As I said, I've never seen it (having heard it spoken much more than seeing it written). I enclose the rule quoted:
On peut écrire « mil » s'il est question de l'année seulement mais uniquement dans les cas où « mille » commence la date et qu'il est suivi d'un ou de plusieurs autres nombres :
Ex. L'an mil sept cent, MAIS l'an deux mille.
