I doubt that it would be that easy. The players will definitly be against this has it would lower their power of negociation and even the team owners would be reticent has they would have to give some power to the main board. As an exemple, what would the provincial government respond you if you ask them to give to the federal government the power to negotiate the salary of the provincial employes?

I would probably be accused of communism by some right wing supporters for suggesting that idea ;)
