In Windows 95 and Windows 98, the limit is tiny - I think it was around 32 KB. If you try to open a larger file with NotePad, you get asked, whether you want to use WordPad instead.

I understand that in Windows NT, and derived versions (2000, XP), you can edit larger files with NotePad - it must be a different version.

If you need to show the users larger text-files, you might consider getting alternative text editors, like the freeware PFE (Programmer's File Editor). Another option, which I used successfully to preview text-reports, is to create an HTML file, and open it in the default browser. Tell me if you need more details on this. It is not very difficult.
