The "official" term is EFLA - extended four-letter acronym.
Anyway, some acronyms get expanded automatically, but only within the message (depending on the user's options), and not in the title.
Probably the writers assume that most people will know them - which isn't always a correct assumption.
I basically agree that it would be better to at least expand once the lesser-known acronyms. However, I suspect we can't do much about this; for looking up acronyms, I recommend
www.acronymfinder.com (acronyms in general) and
www.pcwebopedia.com (computer terms, including acronyms, of course).
