Take a look at Inno setup.. It is a pretty nice tool !!

The main purpose of inno it is to organize and to give a very good first impression (fancy and professional).. Of all install procedures to your application (DLL, OCX, etc..)

Multi-lingual support it is available (for than 2 language also)
