From the VFP 9 Help File:

SET SECONDS ON
CLEAR
? DATETIME( )  && Displays time value with the seconds portion
SET SECONDS OFF  && Displays time value without the seconds portion
? DATETIME( )

When I tried it from the command window, the seconds were displayed in both settings. Has this been reported as a bug? And can anyone else confirm it?
