Best design on new report that has fixed pages of text?

Create a master report that contains 3 subreports, one for each page.

>I want your opinion on the best way to design a new Crystal Report v.10 that has 3 pages. Page 1 of 3 is the actual report with changeable information. The rest of the report, page 2 of 3, and page 3 of 3, are not changeable. The words on pages 2 and 3 never change, but need to print when page 1 is printed. Pages 2 and 3 contain contractual and legalease type of verbiage.
