For example, can visual source safe provide a useful comparison between a form on one machine to a version on another machine? Or is it unaware of VFP file structures (e.g., VCX, SCX, FRX) and bascally does an ascii or binary comparison?

Since you use the SCCTEXT.PRG to translate all VFP forms, class libraries and reports to text when they're stored in VSS, then yes, you can compare them.
