Hmm, just a guess:

Maybe the report reserves space for a sign and decimals.
As default for SET DECIMALS is 2, if you try:

? _SCREEN.textwidth("+9,999,999,999,999,999.99")
You get the needed 132 pixels.

Maybe try to find out if that really depends on
the setting of DECIMALS and report back your
experience?
