Very good points. I would also add: The player being punished have to stay in the penality box for the entire sentence, no matter how many goals are scored by the opposing team. You would think twice before getting a penalty when you have someone like Lemieux, Forsberg or St-Louis in the opponent lineup.

Of course, this suggestion goes with this one: APPLY THE RULES FROM THE START OF THE GAME TO THE VERY END! I don't care if were in overtime or it's near the end of the game with a 1 goal advantage game, apply the rules.
