If you want something that will lookup strings of pre-defined text in a translation table, then I recommend that you use INTL from stevenblack.com. If what you want is something that will translate phrases without having them pre-defined, your choices aren't so good. I believe Babelfish has a web service that will attempt this for you (www.babelfish.com), but their translations are often not very good.
