Modify File instead of Modify Command. You get a plain text editor with wrapping turned on by default.

That'd be in your foxuser.dbf, i.e. in menu/tools/options/editor, uncheck "compile when saving". But if you don't want to have it compiled, Modify File doesn't even try to compile. It's just editing text.
