Set property PageOrder to 1 for new page

>I have a form that Contains a Pageframe that has 3 Pages. Whenever I add the pagecount value, the new page is always added to the right of the existing pages. Is there a way to make the new page be physically added to the left (or any another position) visually at design time without doing so programatically ? Please help.
