If that's the case, I suspect you still have some sort of malware in your system. I gave you that registry setting because that's where some worms/viruses hook themselves into .EXE execution and it's an easy fix if that was the problem.
Another way they can hook themselves into .EXE launching is by infecting critical Windows system .DLLs. Generally you can discover this only by scanning with an up-to-date virus scanner, when running in
safe mode. In some cases the AV product can repair the files, in other cases you need to extract them from your original Windows installation media.
One thing to bear in mind in all this: in some cases it's better to wipe your machine clean (i.e. format your hard drive) and reinstall everything, instead of trying to fix your problems. It may actually take less time to back up the data files you need and then do this, than try to fix. As a bonus, you'll be sure that your machine will be clean. That's the reason I make periodic image backups of my system, which allows rapid restore of the system from scratch if need be.
