Not.

This is a Group behaviour:
"maintain united the group".

It is present in Access like a native behaviour,
but not in VFP ( AFAIK ).

On VFP i see:
Start group on new page when less than

but this is forward only rule,
the "maintain united the group" is a backtracking rule.
